Google’s URL shortening service goo.gl is the fastest and most reliable service. goo.gl has 100% uptime, and it takes about 1/3 of a second to resolve and process the short URLs.
According to a report released by WatchMouse, the uptime monitoring service, Facebook’s fb.me is the slowest – which takes more than 2 seconds to redirect users to the original long URL. WatchMouse monitored 14 top URL shortening services for one month including bit.ly, twt.tl, youtu.be and tr.im.

This report reveals the fact that youtu.be, Google’s URL shortening service for YouTube video pages, comes second and twt.tl is at third place.
goo.gl, youtu.be and twt.tl – the three fast services are not available for broader consumer use. Although, independent developers have managed to use goo.gl for squeezing any long URL.
